To provide a warm, safe, and caring environment for vulnerable young people aged 16–25 who, for various reasons, are leaving parental or foster placements and transitioning into semi-independent living.

Bristol (30%) and Bath & North East Somerset (26%) demonstrate the greatest pressure due to high levels of housing unaffordability and a concentration of vulnerable young people. Somerset/North Somerset (22%) and South Gloucestershire (22%) also show consistent demand, particularly linked to youth homelessness and transitional support needs.
